General Comments/Discussions
The Annual Meeting
was called to order at 7:31 pm.
We would
like to thank all the households that attended the meeting at the Livonia
Public Library. There were 15 homes represented at the meeting.
The first
order of business was the unanimous acceptance of the minutes from the previous
Annual Meeting held November 06, 2017.
The meeting
opened with a discussion of some of actions that were taken during the year. A
safety concern was brought to the board’s attention after multiple incidents of
cars skidding up on the boulevard and beyond on the turn from Kingsbury to
Heatherlea Dr. The board took the matter to the City of Livonia’s traffic
division where the city concluded a sign would be placed slowing traffic to 15
mph prior to the turn. In addition, the board authorized and contracted for
that corner to be salted during winter snows.
The web
site content was updated for last years subdivision meeting material – thanks
to Al D.
The
sprinkler system was substantially overhauled with new sprinkler heads and
several portions of the line replaced.
The trees
that extend on the sidewalk along Newburg were trimmed.
The board
members pursued and collected $1,265.00 for the damage that was done to the
mailboxes last year.
The board
acted on one complaint of non-compliance with the deed restrictions.
During the
calendar year, there were multiple approvals of requests to the architectural
committee for home improvements. If you are in doubt whether you need approval
for a project to change the appearance of your home, please consult the deed
restrictions or phone one of the board members.
There was
some discussion relative to changing the by-laws and the deed restrictions. The
following is required to change the by-laws:

The
following is required to change the Deed Restrictions:
Section 3. Amendment of Deed Restrictions
The covenants
and restrictions of this Declaration shall run with and bind the land for a
term of twenty (20) years from the date this Declaration is recorded, after
which time they shall be automatically extended for successive periods of ten
(10) years. This Declaration may be amended during the first twenty (20) year
period by a recorded instrument signed by not less than seventy (70%) percent
of the Owners (as defined in this paragraph "Owners" shall mean only
those individuals or entities who own fee simple title to a lot) and thereafter
by an instrument signed by not less than sixty (60%) percent of the Owners.
There was a
question brought up as to what it would take to change the dues. As the dues
are established as part of the Deed Restrictions, it would require 60% of the households
to vote for a change. The board does not recommend a change to the dues
structure. However, if a home owner wanted to champion that cause, 69 homes
would have to agree in writing to do so. If a homeowner felt compelled to
champion a change in either the By Laws or Deed Restrictions the above is
required. The full By Laws and Deed Restrictions are listed on the web site.
Russ
reviewed the financial statements which included individual expense items. The
2019 Budget was reviewed and accepted.

Profit & Loss Statement

$28,059 membership dues were recorded. There are
three delinquent households. Actual and
forecast expenses totaled $28,000.

Budget that included expenses of $28,000 was unanimously approved.
Dues remain at $250.00.
As a
reminder, notices for dues payment will be sent at the end of January with a
payment due date of February 28, 2019. Thanks in advance for your prompt
attention to annual dues.

no further business to discuss, the Annual Meeting was adjourned at 8:35 pm.
