Park Association Homeowner’s Annual Meeting
Held Virtually
December 6, 2023
The Annual Meeting
was called to order at 7:33 pm with 18 households represented. (Highest
attendance on record) This constituted a required quorum for any required
actions through majority vote at the Annual Meeting. The meeting was held using
Microsoft Teams with Jim Giordano as the organizer.
Jim Giordano
opened the meeting welcoming the attendees and introducing the officers of the
board: Jim Giordano (President), Rick Niesyto (Treasurer) and Larry Klemczak (Vice
President).
The first order
of business was to review the minutes of the 2022 HOA meeting. A motion to accept the 2022 minutes was made
and unanimously adopted.
The 2023 accomplishments
were highlighted including: recognition that annual dues have been received
from all households in the subdivision, replacement of large spruce tree at the
north entrance (damaged in a wind storm), on-going mailbox and lighting maintenance,
sprinkler repair which was extensive at the South entrance due to construction
activity, the outsourcing of accounting and collection and bill payment activity
to a third party accounting firm, the elimination of core aeration on the front
berm as a cost savings measure and other contracts as required.
Reminder: the Woodbury Park HOA has a new PO Box for
all correspondence including dues payments.

2023 Profit & Loss Statement as of November

The
detailed 2023 Budget which included expenses of $28,500 was presented and
discussed.

Dues
remain at $250.00 per year.
After the
financial reports were reviewed and discussed, there was unanimous consent to
approve the financial statements, including the 2024 Annual Budget.
General Comments/Discussions
There was an
extended discussion regarding exterior appearance and approved building
materials policies as outlined in the deed restrictions and HOA bylaws. Vinyl
and other composite materials are permissible as they are not expressly prohibited
by the deed restrictions. Jim Giordano
conducted extensive research on the latest materials available on the market, finding
that many of these latest generation materials are as good and, in some cases,
better than previously required wood, wood composite and hardy board
products.
It was agreed
that board will publish the standards for minimum requirements in vinyl
products (thickness and quality need to be at premium levels) and we investigate
the possibility of an amendment to the bylaws which would include these standards
and possibly a standard color pallet.
It was further
noted that, as outlined in the deed restrictions, all exterior
renovations, structure modifications, and new structures MUST be reviewed and
pre-approved by the HOA architectural committee before work can commence. Free standing or attached storage structures
(i.e. sheds etc.) are only permissible in the form of a bath house used exclusively
for dwellings that have a pool in the yard.
Additionally, the deed restrictions require that only in-ground pools
that are appropriately fenced in are permitted in the subdivision.
The Board is
currently the acting Architectural Committee, we would love to have a few
volunteers from the subdivision to staff this committee. Subsequent to the
annual meeting, three homeowners have stepped forward to be part of the
Architectural Committee: Jim Baringhaus – Chair, Stefanie Borysiak, and Adam
Larimer.
There was a
discussion related to the on-going Livonia childcare facility construction south
of the subdivision. A question was
raised as to whether the walking path would be replaced as part of the
project. In addition, the construction
traffic has caused significant potholes in the road around the south
entrance. Finally, there is concern
regarding the traffic congestion and the speed of the drivers in and around
that area. The board will investigate
these items with the city.
The terms of
all board members were set to expire at the end of this year. Therefore, as required by the bylaws, it was
necessary to conduct an election for the next term for all board
positions. A request for new candidate
nominations was made at the meeting. The
current board members were nominated unopposed for the new term. The motion to re-elect the current board for
a new term was carried.
Notices for
dues payment will be sent at the end of January with a payment date of February
29, 2024.
The use of the
virtual meeting format was again well received and has resulted in a larger attendance.
This format for the annual meetings will be continued.
There being no
further business to discuss, the Annual Meeting was adjourned at 8:45 pm.
